Chers amis, chers camarades ;

Je voudrais d’abord remercier ceux qui tentent depuis plusieurs mois de proposer une refonte du système des FSM, voire à une réflexion politique de ce qui devrait réunir l’ensemble des mouvements sociaux pour que le processus des FSM soit un impulseur de changements substantiels face aux politiques mortifères que nous subissons tous dans le sud global.

J’ai suivi les échanges mais au bout du compte il me semble que cette urgence de changements du paradigme de la domination ne peut se contenter de changements quelque peu superficiels. Il faudrait être beaucoup clivant en proposant une rupture surtout avec les orientations et les objectifs du FSMs mis en place depuis 20 ans.

Je souscris tout à fait aux constats : formule du FSM consistant à fournir un espace ouvert, avec de multiples panels de discussion, que l’absence de politique de communication transforme en actes autoréférentiels, sans impact sur le monde réel, produisant le déclin du processus du FSM, qui dénonce la mondialisation financière impérialiste et libérale (mais est-ce une fin en soi?) sans jamais agir sur, gestion unilatérale et faussement démocratique -faudrait-il encore définir ce que ce terme recouvre-  par un groupe de pouvoir ayant rejeté la moindre modification de la Charte des principes,  actée il y a plus de 20 ans, à un moment très particulier. Les initiateurs savaient parfaitement ce qu’ils faisaient en se contentant de s’en remettre à ces principes qui sont devenus force de loi -rappelons au passage que le concept ‘principe’ pour philosophique qu’il soit est avant tout polysémique et peut recouvrir telle ou telle éthique selon d’où on en parle-. Fonctionnant à coups d’oukazes, ils ont semblé élaborer ou tenter d’élaborer un projet alternatif commun pour un « autre monde possible » ; mais quel est cet autre monde dont les corps racisés sont exclus ?

En fait, cette Charte se révèle proprement libérale et basée sur l’idéologie de la domination euro-centrée laissant la latitude de gouverner à ceux qui pensent le monde pour les autres. Autrement dit, ils se sont servis du même schéma de domination que celui que les FSM sont supposés combattre.

J’adhère à ce constat : nous sommes passés de grands forums avec plus de 100 000 participants au dernier forum avec 10 000 participants inscrits, dont plus de la moitié venant du seul Brésil. Le Conseil international ne compte qu’un tiers de ses membres actifs et est organisé en une multitude de groupes de travail, qui ne produisent aucun résultat concret.  

Quelle en est la raison ? Pour revenir au Brésil, où la majorité de la population est afro-brésilienne, lors des différents forums, cette population était totalement absente ; invisible, invisibilisée par un système de domination raciale.  Les FSMs ayant eu lieu au Brésil n’ont jamais porté à un niveau de cause commune la question du racisme structurel et de son lien indéfectible avec le capitalisme et n’ont jamais  appréhendé ou voulu appréhender la question des corps noirs et de leur place dans ce processus.  

Pourquoi les corps noirs sont ils ignoré ? Cela est particulièrement choquant dans un pays où ils sont majoritaires. Ne penser la question de la terre que par rapport aux peuples indigènes est perpétuer l’idéologie raciale coloniale. Ne pas penser à la question des réparations politiques comme moment fondateur d’un projet alternatif est s’inscrire dans la perpétuation de l’idéologie qui a installé la race comme moyen de hiérarchiser l’humain.

Cette question des damnés concerne l’ensemble des Non Êtres mais aussi un continent comme l’Afrique dont sa population est considérée, elle aussi, comme appartenant à celle des Non Êtres ; que dire de Haïti, des colonies françaises, des migrants devenus les nouveaux esclaves de la Modernité libérale et financière.

Les FSM n’ont jamais permis que les damnés émergent de leur statut de Non Êtres.

Changer le monde ne commence t il pas par l’obligation non seulement d’écouter mais surtout d’entendre la voix de ceux qui sont les premières victimes du système raciste, libéral et impérialiste ? Changer le monde n’oblige t il pas à mettre en place des processus permettant aux damnés de devenir sujets de questionnement, de parole, de création et de transformation? Ne doivent ils pas devenir les initiateurs de la démarche décoloniale leur permettant de sortir de cette zone de Non Êtres?  

Ce n’est pas la direction prise par les initiateurs/organisateurs des FSM même s’ils affirment le contraire. Ils ont fonctionné comme le font certaines ONGs, institutions internationales ou la plupart des politiques: le coeur sur la main pour le changement mais dans les faits une maîtrise du processus qui se réfère à la colonialité du pouvoir. En un mot le regard de certains des principaux organisateurs a été de maîtriser l’appareil de changement qu’aurait pu devenir ce processus en l’orientant systématiquement, en le limitant à des rassemblements, des convergences de luttes qui n’ont jamais permis que les damnés (racisés, racialisés, précarisés) ouvrent des brèches, fassent tomber les murs en questionnant le cadre de référence de la Modernité euro-centrée et forcent ceux qui s’inscrivent dans la démarche d’un autre monde possible à admettre que le monde à venir ne peut se construire en laissant les damnés à la marge ou en se contentant et/ou d’un engagement “pour une mondialisation digne et équitable” ou d’une position morale, compassionnelle face aux crimes commis par un système colonial pour lequel la dignité des Non Êtres n’est pas une question.

Tout compte fait, il semble bien que les intiateurs/organisateurs des FSM, certaines organisations participant aux différents conseils internationaux, certains comités d’organisation de pays dans lequel se déroulait le FSM attendaient d’être adoubés -avec des variations bien évidemment- par les agents de la colonialité

Les initiateurs du processus du FSM, ceux qui avaient la main mise sur la charte des principes auraient dû être attentifs à ne pas devenir, occasionnellement ou plus moins occasionnellement, des agents de la colonialité.

Les conseils internationaux auraient dû s’emparer d’une part de la question qui a surgi au Brésil: qu’avons nous fait des corps noirs? Et d’autre part de la décolonialité, de ses exigences en termes de  fonctionnement, d’orientation, de besoins.

Le FSM n’a pas compris ou n’a pas voulu comprendre que si le damné ne peut marcher seul, alors il aurait dû impulser un tournant décolonial exigeant une demarche collective pour que le damné propose des orientations lui assurant de sortir de la grande nuit avec la solidarité politique de ces iniateurs/organisateurs et de leurs ‘affidés’.

L’impression est que la démarche collective était imposée  par une charte des principes donnant à certains le moyen d’exprimer une forme de colonialité du pouvoir qui ne faisait que maintenir l’ensemble du processus des FSM dans la zone des dominants blancs.

S’il y a eu de la part de certains intervenants et organisations la volonté de construire une alternative à ce modèle faussement collectif, par la mise en place d’assemblées des mouvements sociaux, il n’en demeure pas moins qu’elles sont demeurées à l’état de projets puisque systématiquement rejetées en raison des orientations politiques qu’elles prenaient.

Le processus des FSM devrait n’avoir comme objectif que de contruire un projet décolonial collectif, dans lequel tous ensemble, nous cherchons à “construire le monde du vous», tout en ne recherchant ni la reconnaissance ni la reproduction du modèle des maîtres, ce qui dès lors suppose de construire des alternatives partant des damnés et des invisibles. Jamais pour eux et encore moins sans eux.

Si l’objectif des FSM est de peser sur les politiques économiques, financières et pseudo-sociales alors ils ne peuvent faire l’impasse sur la construction d’un mouvement construisant un rapport de forces pour peser sur ces politiques mortifères et cela ne peut se faire qu’à partir d’un projet alternatif politique dans lequel les damnés donnent le ton parce qu’ils savent ce que ces politiques coûtent à leur vie.

Vous comprendrez, dès lors, que toutes ces préoccupations me semblant essentielles et incontournables n’étant pas présentes dans les réflexions du comité internationale, j’ai choisi de ne pas signer le document. Une rénovation n’est pas suffisante, il faut porter une rupture politique tournée vers une combativité décoloniale.

Je suis désolée de ne pas avoir participé ou communiqué plus mais la dernière période a été quelque peu difficile.

Reflections based on the analysis of the International Committee for the Renewal of the World Social Forum denouning the decline of the Forum

Dear friends, dear comrades;

I would first like to thank those who have been trying for several months to propose an overhaul of the WSF system, even to a political reflection on what should bring together all the social movements so that the WSF process is an agent of substantial change in the face of the deadly policies that we all face in the global south.

I followed the exchanges but in the end it seems to me that this urgency of changes in the paradigm of domination cannot be satisfied with somewhat superficial changes. It would be necessary to be much more divisive by proposing a break especially with the orientations and the objectives of the WSFs set up for 20 years.

I fully subscribe to the findings: WSF formula consisting in providing an open space, with multiple discussion panels, which the absence of a communication policy transforms into self-referential acts, without impact on the real world, producing the decline of the process of the WSF, which denounces imperialist and liberal financial globalization (but is it an end in itself?) without ever acting on, unilateral and falsely democratic management – should we still define what this term covers – by a power group having rejected the slightest modification of the Charter of Principles, enacted more than 20 years ago, at a very particular moment. The initiators knew perfectly well what they were doing by contenting themselves with relying on these principles which have become the force of law – let us recall in passing that the concept ‘principle’, philosophical as it is, is above all polysemic and can cover this or that ethic depending on where we are talking about it. Operating with oukazes, they seemed to develop or attempt to develop a common alternative project for “another possible world”; but what is this other world from which racialized bodies are excluded?

In fact, this Charter turns out to be properly liberal and based on the ideology of Eurocentric domination, leaving the latitude to govern to those who think the world for others. In other words, they used the same domination scheme that the FSM are supposed to fight.

I agree with this observation: we have gone from large forums with more than 100,000 participants to the last forum with 10,000 registered participants, more than half of whom come from Brazil alone. The International Council has only a third of its active members and is organized into a multitude of working groups, which produce no concrete results.

What is the reason ? To return to Brazil, where the majority of the population is Afro-Brazilian, during the various forums, this population was totally absent; invisible, made invisible by a system of racial domination. The WSFs that took place in Brazil never raised the issue of structural racism and its unbreakable link with capitalism to a level of common cause and never apprehended or wanted to apprehend the question of the black bodies and their place in this process.

Why are black bodies ignored? This is particularly shocking in a country where they are in the majority. To think of the question of land only in relation to indigenous peoples is to perpetuate colonial racial ideology. Not to think of the question of political reparations as the founding moment of an alternative project is to be part of the perpetuation of the ideology which installed race as a means of hierarchizing the human.

This question of the damned concerns all non-beings but also a continent like Africa whose population is also considered as belonging to that of non-beings; what about Haiti, the French colonies, the migrants who have become the new slaves of liberal and financial Modernity.

The FSM never allowed the damned to emerge from their Non-Being status.

Doesn’t changing the world begin with the obligation not only to listen but above all to hear the voices of those who are the first victims of the racist, liberal and imperialist system? Doesn’t changing the world force us to put in place processes that allow the damned to become subjects of questioning, speech, creation and transformation? Shouldn’t they become the initiators of the decolonial process allowing them to get out of this zone of Non-Beings?

This is not the direction taken by the initiators/organizers of the WSFs even if they claim the opposite. They functioned as some NGOs, international institutions or most politicians do: the heart on the hand for change but in fact a mastery of the process which refers to the coloniality of power. In a word, the aim of some of the main organizers was to master the apparatus of change that this process could have become by systematically orienting it, limiting it to gatherings, convergences of struggles which have never allowed the damned (racialized, racialized, precarious) open breaches, bring down the walls by questioning the frame of reference of Euro-centric Modernity and force those who are part of the process of another possible world to admit that the world future cannot be built by leaving the damned on the margins or by being satisfied with either a commitment « for a dignified and equitable globalization » or a moral, compassionate position in the face of the crimes committed by a colonial system for which the dignity of non-beings is not a question.

All in all, it seems that the initiators/organizers of the WSF, certain organizations taking part in the various international councils, certain organizing committees of the countries in which the WSF took place were waiting to be dubbed – with obviously variations – by the agents of coloniality

The initiators of the WSF process, those who had control over the charter of principles should have been careful not to become, occasionally or more less occasionally, agents of coloniality.

The international councils should have taken up part of the question that arose in Brazil: what have we done with the Black bodies? And on the other hand of decoloniality, of its requirements in terms of functioning, orientation, needs.

The WSF did not understand or did not want to understand that if the damned cannot walk alone, then it should have stimulated a decolonial turn requiring a collective approach so that the damned proposes orientations ensuring him to come out of the dark night with the political solidarity of these initiators/organizers and their supporters.

The impression is that the collective approach was imposed by a charter of principles giving some the means to express a form of coloniality of power which only kept the whole process of the FSM in the zone of the dominant whites.

If there was on the part of certain stakeholders and organizations the desire to build an alternative to this falsely collective model, by setting up Assembly of social movements, the fact remains that they remained in the state of projects since they were systematically rejected because of the political orientations they took.

The WSF process should only aim to build a collective decolonial project, in which all together we seek to « build the world of you », while seeking neither recognition nor the reproduction of the model of the masters, which which therefore supposes constructing alternatives starting from the damned and the invisible. Never for them and even less without them.

If the objective of the WSF is to influence economic, financial and pseudo-social policies, then they cannot ignore the construction of a movement building a balance of power to influence these deadly policies and this cannot be do that from an alternative political project in which the damned set the tone because they know what these policies are costing to their lives.

You will understand, therefore, that all these concerns seem to me essential and unavoidable not being present in the reflections of the international committee, I chose not to sign the document.
